Vsync limits the FPS to your monitors refresh. It keeps the games from getting that nasty tearing you sometimes see and it helps smooth out a game.
There is a negative to Vsync though, when it limits your FPS it can sometimes knock it in half all of a sudden, causing slight jerks in performance. The way to avoid that is by using tripple buffering, which you usually have to force using your drivers and even then a lot of games dont work with it and I dont know of any OpenGL game that works with it.
