I have 2 planets that this is happening too but I dont have any spies or digs on the planet.
I dont know if this is relevant or not but my planets we doing fine until another player scanned and then attacked the planets. I stopped the attack but the planets have been acting strange ever since. Their growth rate for everything is extremely slow
