It's not just GTA. Wheneven I play HL1 on anything but software mode, I get the same lag problem; recently I downloaded the new HL2 mod Dystopia and when I was playing through the tutorial I had the same problem. In GTA, when it happens enough, I get all sorts of crazy artifacts, models get distorted, and textures disappear. Cars will turn all spikey and weird and similar things happen with landscape textures, except on a much larger scale and I won't be able to see where I'm going. When I first built the computer, it blue screened a couple times and told me a device was stuck in an infinite loop (I believe it was the gfx card). I've heard eVGA isn't that great a company to buy from.
Also, what type of tuner do you have?
