There are a couple angles and footages of this video. A lot of the parts you are seeing are from HIS camera that he had someone use to film him asking the questions and whatever arose from it. He Immediatly asked if he was being arrested. He was not being arrested and then he start fighting with the officers. At that point it is considered assulting an officer so yes I believe he should be arrested. If he stopped fighting then he would not have been tased at all. He is just a kid trying to get attention with his antics.
