Bounties
There has been some question on to how bounties work, here I hope is an explanation:

bounty_ratio : 0.70 - ratio of players networth before attacking results in a bounty.

planet_bounty_ratio : 0.50 - ratio of players networth before attacking one of their planets results in a bounty.

So if your networth is x amount of higher then the person you are attacking then you are likely to get a bounty.

so leave me alone :P

Also, you can still upgrade/trade/repair if you have a bounty, but can only do so at alliance ports (should be yellow) and it will be at an increased cost.

I think it is in this versio, but not 100% sure, might just be in the beta 3.0

I checked last night, and I could attack anyone beneath me in score, even Masada who has been low enough if I scan his planet or sector the big red Bounty comes up, but not anymore.

Yep, wasn't thinking about the cloak, jammer, etc that skews the scan results.

So it could be possible to attack a planet and get a bounty and not know you are going to get one?
