Ok, maybe i'm not understanding everything about this game yet, but if my ship has scanners at level 25 and I scan a sector with a single low level independent planet and the scan shows 0 torps and around 4,000 fighters, shouldn't I be safe to enter the sector with a Voyager class ship?
I guess not. When I entered the sector I was attacked by over 800,000 fighters that destroyed my ship. How does this happen? Is this a bug?
Scanners are never 100% accurate - no matter what. Rule of thumb is to scan 3-5 times to get a feel for the values.

Also, if you read the FAQ for this game, this is by design. If you look at the tech settings for Independent planets, even though they may have a low average tech level, there may be a fairly high tech level in jammers and cloak. This will intentionally give false readings to someone scanning, even if scanned bya a fairly highly teched up voyager. I have seen many of the independent plantes with jammers and cloak at 25 or better. My scanner tech level is one of the first I try to get to 30 as soon as possible.

I believe it's the highest tech level on any given planet in a sector that will determine what happens with the sector defenses.
