Dbabe suggested that more organics may be needed. In thinking upon this, I wonder if the spies and digs use the planet resources. The more spies and digs, the more it taxes the growth of the planet since they are drawing on organics and goods in particular. I couldn't find anything in online faqs or turorials to support my theory, however.

So when I removed all spies and digs on the planet that was losing colonists, that tipped the balance back so the planet resources were starting to add colonists. Make any sense?????

Seems like the digs are more trouble than they are worth. I just may do what Dbabe does and not use the little bastages.
