You want to replace the whole heatsink (better if you want silence)? Also, what socket are you doing this for?
If the price Arctic Cooling offers the best bang for the buck and has dead silent HSF units. You can pick up a Arctic Cooling Freezer 64 Pro or a Freezer 7 for $30~ depending on the socket you're using.

About the best you're going to find for value, silence, and performance. The paste that comes with it is good also.

Thinking about it, that's really probably all you should need. I have the AMD version of the same heatsink in my computer right now and it works great and is very quiet.

I found that my computer runs incredibly quiet
since I completely removed the cpu heatsink and fan.
Games and all windows' applications seem darker
(basically pitch-black actually) but it's less noticeable
when I forget to turn on my monitor.
