It's *possible* the first tasering was justified, I can't see what's going on in the car, and the video doesn't show much before he nails her...it sure sounds like she's just on the phone, though. Just because she doesn't immediately comply with his demands doesn't justify his blowing her head off, nor does it justify any other form of violence, such as tasering. It's possible to kill someone with a taser, and so an officer should ask himself if the situation merits lethal force before indulging in, in this case, sadistic tendencies.
Regrettably, while I believe the first tasering was probably wrong (since this is a police video, if there was anything to justify the tasering it would have been shown, after all), it's not enough to award damages, due to lack of evidence.
But the second tasering was absolutely excessive. She was given, what, 30 seconds, maybe, to recover? She absolutely positively was no threat to him after the first tasering, and since she's out of the car at this point, there can be no confusion as to her actions, which are not in any way threatening (although it's possible the officer could claim that his victim's screaming in pain and fear were causing him sufficient discomfort, and thus threat to his well-being, that further force was necessary to protect himself...the way how the law is nowadays, this probably would be sufficient defense).
If the cop shot her in the chest, would he still be justified in shooting her again if she didn't immediately comply with his further demands, but instead 'chose' to lie on the ground screaming in pain and bleeding?
It's funny to hear the cop say 'it's no big deal'...maybe someone should offer to taser his wife, children, and mother, TWICE in a short period of time, and note the hypocrisy if he objects.
Just my opinion, of course, but having been on the business end of crooked police officers (and having many friends on the police force as well), I've a pretty good idea of the reality of these situations.
