Well the woman knew she'd been speeding and didn't have a valid drivers license and was black to boot and had two white cops approaching her, she knew this wasn't going to go in her favor. I think she was scared what was going to go down and wanted to let her friend know her situation. She panicked.
The cops wife probably had been giving him crap for 3 or 4 days and he was sick of it. So he blasted her and to teach his wife a lesson he let the lady have it again for good measure. To easy. He approaches her in loud and demanding tones further panicking her. I have been pulled over my fair share of times and have NEVER been ordered out of my car. He could have calmly talked to her and settled her down and then given her a ticket for ignoring a police officer or whatever. I don't know, she wasn't treated like a human being. But by God he's a Police Officer and he's gonna establish his superiority RIGHT NOW. He doesn't earn any respect from me on how he handled this situation.

Let's see. A person of authority is telling you what to do. It's pretty obvious she was knowingly disobeying the commands. "Put your phone down." She didn't do it. He repeated the command. She, again, failed to submit to the officer's commands. It is not as if she didn't understand. She just didn't believe the officer would use force. She learned a valuable lesson. Do what you are told, and things will go smoothly.

And he tased her again because she was failing to comply with putting her hands behind her back when the officer commanded her. Again, text book case of using the Taser as it was intended to.

Most deptartments have taser training which requires the officer to be tased before they can carry it. Dont know if this is the policy here, but a lot of places it is. Tasing is a none lethal form of subduing the situation, if it had been a K-9 officer he could have put his dog through the window to get her attention. I found that if there is a dog present that people generally do what you tell them Officers are taught to use the minimum amount of force nessesary to defuse the situation, on that they are also taught to never reach into a car to grab a suspect, because of what can happen if there is a weapon in there or the driver takes off.

i thought tasering was for potentially violent and threatening situations? seems a bit extreme to whack her while she's on the ground because she didnt move her arms to the correct postition. so any non-compliance merits a tasering?

At what point did the officer feel that this woman was a threat to his, his partners or the publics life before he tazed her. I did not see anything in the video that would convince me that she was that great of a threat to anyone. The only thing I saw for sure is that she was uncooperative with a rude cop. The uniform does not automatically make him correct. This is just my opinion.
