Most deptartments have taser training which requires the officer to be tased before they can carry it. Dont know if this is the policy here, but a lot of places it is. Tasing is a none lethal form of subduing the situation, if it had been a K-9 officer he could have put his dog through the window to get her attention. Officers are taught to use the minimum amount of force nessesary to defuse the situation, on that they are also taught to never reach into a car to grab a suspect, because of what can happen if there is a weapon in there or the driver takes off.
