There may be other ways but....

Go to Control Panel
Select Edit Options
At the very bottom of the page you can pick the Message Editor Interface. Pick something beside basic editor (I use the Enhanced Interface). Now you get a lot more formatting options in both the quick reply box and the Advanced reply box shows all the other smilies
