twistie tie wiring on lights

You know I wonder why so many fires happen during the christmas holidays due to christmas lights. I think I now know why. Why in the hell do they ship out christmas light strings that have some of the wires twistie tied up to fix a short?????? I went to put christmas lights up and found one set had not 1 but 3 spots where there was a twistie tie. remove the ties and the lights quit working. Thats just retarded. I threw all the box's away already so now I cant call the company without heading on over to home depot to go pick up another box.
