If the video card is bad, you won't get to boot. That is why the keyboard and mouse don't work, because it stops the boot process. Move out to Colorado, and you can swap parts out of the 5 gaming PCs I have setup throughout the house...

And no, I won't move back to oHIo, because my "X-wife from 25 years ago" lives in Akron.

Soooo Chem had me pop out the video card and turn it on to see what happened and the keyboard/mouse worked that time. Put it back in, keyboard/mouse didn't work. How does the video card affect keyboard/mouse?
Anyway, ordered a new video card... hoping sooo much that this is it, because I can't afford to build the rest of an entirely new PC right now.
