I've never messed much with hosted game servers, only dedicated servers. I do know that if you play on a pub, you can see your custom skin, but only you and anybody else that has the skin installed on their box, to everybody else you look like the default character (I think that is Othello) The server can force you to DL the skin as a package if it is set up that way.
