If you're willing to spend the money then the X1950XT is the fastest card around your budget. Its decently faster than the X1950 Pro. I would go with this Sapphire model.
Just so you know, do not focus a ton on clock speeds all the time. That type of thinking is what leads people into bad decisions. You must know the context that those clocks speeds are within.

if GTA is slowing down you have other problems. as far as i can tell it's the same engine as vice city, which i believe is the same as gta3. maybe a couple of enhancements here and there, but no where near the limit of your 7600gt. mine runs gta:sa full everything, max distance, 1280x1024 res with full aa/af etc etc.
and as for tv tuners. i dont know if chem has seen $35 tuner cards or not, but i have one and i'm pleased with it. who knows if that means i'm easily pleased or not. it's tv on my computer, i can record, schedule, go full screen etc etc. it's not fuzzy or anything. its no HD plasma by any means, but it works fine for what it is...a $30-40 TV and DVR.

I got a ATI TV Wonder Value card for something like that. Had it 3-4 years now, works fine. And I like it being separate from the real vid card.

It's not just GTA. Wheneven I play HL1 on anything but software mode, I get the same lag problem; recently I downloaded the new HL2 mod Dystopia and when I was playing through the tutorial I had the same problem. In GTA, when it happens enough, I get all sorts of crazy artifacts, models get distorted, and textures disappear. Cars will turn all spikey and weird and similar things happen with landscape textures, except on a much larger scale and I won't be able to see where I'm going. When I first built the computer, it blue screened a couple times and told me a device was stuck in an infinite loop (I believe it was the gfx card). I've heard eVGA isn't that great a company to buy from.
Also, what type of tuner do you have?

EVGA is just fine as a company, every manufacturer produces a dud here and there. EVGA has a lifetime warranty on their products, though if I recall the way you purchased your card kind of makes that rather unimportant.
Your issue sounds video card related.
